A lot of people are having this kind of issue today. Open Plex Server and check if you're doing remote streaming with transcoding. For some reason, a lot of people are reporting remote access is not working, and Plex is using the Relay feature to stream video content via their infrastructure. Which limits playback to 2Mbit and 720p.
