This is really interesting to me, I feel like Li's most overpowered builds come from her weapon builds rather than her abilities. She has the easiest time proccing 3 effects next to Tao with her meteor on drop on hit and corrosive gauntlet/porcupine with lightning secondary weapon build.

Nona turret build is OP. Nothing too fancy, but if you want to blast through reincarnation easily (at least until 6 since i just unlocked it), try to build Nona with all of the Talent Craft branch ascension (secondary and Iron Wing turret mode), get the blessing that stack damage for each rocket hit (work with the rockets launched by iron wing ... I think you make some good points here, a cd increase is probably an easy fix, but a 100% increase is quite heavy-handed unless we have data to support it. I think the change would be fine, but I also think this game is too easy at this point in my skill growth, so I am probably in the minority in quite a few of my opinions for that reason.
